Sumner in his Seat.

Cleveland, Ohio, Plain Dealer [Democratic]

We see that Senator Sumner is not only in his seat but is engaged in debate with Senator Douglas and others. Wonder if he was much hurt. It is now asserted that Brooks twitched him out of his chair on to the floor, and did not strike him afterwards. It has also been decided that as Senators are not to be called to account for words spoken in debate elsewhere than in the Senate the caning was strictly constitutional.
