Here are the steps. 

Upload the desired photo(s) as HANDOUTS.
Turn the handouts visibility OFF. (uncheck the box next to the photo on
the handouts page)
Click the photo "handout" and NOW you have a URL to use to "put" the
photo wherever you want.
Copy the URL
On the page where you want to add the photo, click the green "tree" icon
Click on the page at the location where you want to add the image
Paste in the URL address for the image
Click SAVE

Handouts still works as usual.
Don't turn off the ENTIRE handouts module.
Simply UNCHECK the box next to the image file.
Leave checks (visible) in all the other regular handouts.
