As far as who's attractive, that is definitely in the eyes of the beholder. As for hiring tactics, it is a package deal. First, and foremost, you look for the qualifications. Then you turn to personality and attractiveness. You want an employee that will "fit in" with your company's mission statement and who will "get along" with the other employees you already have. If you have two applicants that are perfectly qualified, one dresses casually and one dresses professionally, you may choose the casually dressed if you have a casual office with little person-person contact, and you may choose the professionally dressed if your office has a high traffic of clients. It becomes relative to the situation. That's my 2 cents anyway.
