I agree with both of you. I think the problem with the class is its function. I am sure the instructor really cares about the kids but it probably does not matter.

I think the class is made to keep the trouble makers out of classes with non-trouble makers. There are normally laws to keep kids in school and since the school can not get rid of the kids, the school pockets them away in a class just for them.

The school probably does not care about teaching the kids because the function of the class is to segregate them from the rest of the population until they drop out.
