I don't agree with E&Z's opinion of what will happen due to the changes. I think that the changes will be more of an incentive for people to bring themselves out of poverty. While it will be harder given the time limits, and especially the recent unemployment rates, I think it will decrease the poverty rates in the long run. I think it should encourage state legislatures to take a good look at what services they could offer to help these people better themselves. The creation of more assistance will create jobs, and help with the picture as a whole. I do believe that the reform was very necessary, especially moving it to the responsibility of the state instead of the federal government. That way, the programs can be specialized for each states problems. Although I do think it may have been "pushed off on" the states to take the burden, both financial and responsibility, away from the federal government.
