I know I'm not Jim but I can answer the first part. We have the same problem where I work.

The voters approved bonds or something like that to pay for new construction. That money can only go to building new buildings or in the case at my work, repairing buildings or equipment.

The voters did not approve anything for the instructors. It would take another ballot measure to spend the money on instructors.

So there is a ton of money sitting there to be spent on construction and nothing for the instructors. It's two different accounts and they can not be used for one or the other.

That's government for you.
