As I read the original posting the thought occurred to me; what about the Wobblies? The IWW, one of the oldest unions in the US, has exactly that type of framework, except of course they are much more loosely organized. Unfortunately their last great hurrah was in Centralia, Wa in the early part of the century, and that resulted in violence(due in no small part to the action of the police). However they are still around, and I think Eugene has quite a few members. The only requirement for membership is to be a worker. Their big strategy is to utilize the slowdown or contract observance to bring attention to how much workers actually provide. I'm sure others have much more info on this, just thought I'd throw in my two cents.
