A. Research question? Why do people access the emergency department vs their Primary care Physician?

B. Survey would be the easiest of all due to the type of information needed. Questions such as:
-What time of the day is it now.
-Why did you come to the Emergency Department. Was it for Illness or Injury?
-How long have you had this illness/injury?
-Did you contact your Primary Care Physician?
-Was this illness/injury treatable at your Primary care Physician's office?
-How long have you had to wait?

C. This would be used as an education tool for the Hospital, the Primary care Physicians and for Insurance companies. Hopefully in the long run to possibly lower the cost of care.

D. The only ethical issues I can think of are race and income status. By not using the patients race and their ability to pay, such as insurance vs self pay, these issues would be moot.
