Julie,

I haven't sent out anything official about when the Winter term instance will be available yet, mostly because the process has been held back by some development work I'm doing for that term.  For the moment, we're asking faculty to use the "Courses under development" category to hold their Moodle courses for Winter, and when we can make the new instance available, you'll be able to backup and copy the courses to the new, Winter instance.

So, for now, go ahead and create your courses in the current instance; just be sure that on the Course settings page, you set the Category (the first menu on that page) to "Courses under development."
