Joe,

Correct on all but one point: quotation marks no longer cause messaging issues.  The HTML character issue still exists, though, and is a vexing one to solve (I can call html_entities to encode all HTML characters, but that assumes that users will always want to read messages with HTML encoding, and...).  That's one reason why I suggested installing QuickMail (per my other message).  It doesn't have this problem.

In terms of the biggest problem, the IT outages are actually not likely to be responsible for many of the lost messages.  The outages weren't actually for very long--there was an extended delay for some delivery, but those messages weren't actually lost.
