It's that address that flags to the Moodle server that you want to use the "secure machine OR password" approach. If that address isn't there, then BOTH the secure machine and the password are required. So that should allow you to do what you need. The only reason I didn't bring this up in the more general message to faculty is because I didn't want to confuse the issue.
