To have a discussion on the video, I would not use a Q&A forum format.  That is mainly used to get an initial statement from each student BEFORE they see what others have written.  If it is your plan to get the discussion going quickly, I'd use a regular, standard forum.  Students can post new "discussions" and replies at will.

To grade it, simply set the grading scale to 4 points on the Forum Update page when you create the forum.
