You have a couple of options.

The easiest is to have them re-upload the assignment.  This usually involves turning ON the resubmit option and/or extending the deadline date and time (if this has already passed).

The second option is the scary one, and usually involves changing the deadline date and time anyway, as mentioned above.

Roll your mouse over the blue text name of the submitted file.  (Don't click)  You need to find/see the PATH to this actual file.  It will look similar to this.

Click Files in your Admin block, then moddata, then assignment, then the unique number of YOUR assignment, etc. etc.  Until you get to the actual file name.

Then checkbox and delete it.
