setting is correct.

I do not believe that students could every message more than one person at a time.  Keep in mind, messaging is different than forum posting, which can/could read multiple students per message.

#3 You are correct.  Students can't attach files to Moodle messages, but you CAN create a student forum in which they can write posts AND connect files/uploaded to those posts.  (Again, this setting, like #1 is in the Update Forum page.)

Hi,
  My students have been encountering the some difficulties.  I checked all of them in student view and found the same problems.
1. They can't start a new forum topic.  The button for doing so that I have in instructor mode isn't there in student view.
2. They can't select more than one participant at a time to send a message.
3. They can't put attachments on messages.  

The last one I can understand if they can't upload files to link to.  The other two are functions that my students used last term, but now they can't.  I've looked all over but can see no setting that I can change to give them access to these functions.
