Hi Joe-- 
 
Moodle doesn't lock a student out of a 2nd attempt if s/he just clicks on the Re-attempt quiz button. 
 
Looks like they would have to submit it a second time. 
 
I told Phil to put in the time delay and that should get rid of the problem of having students be able to preview the 2nd attempt and then come back and officially re-take the exam later.
