In this particular case, the student doesn't have a Moodle account.  In these instances, I'll typically create a dummy account (username "Test" or some such) rather than create an account with the student's L-number.  That'll give the sudent access to the course materials until they get processed in ExpressLane and the L-number gets created.  That's done at the instructor's request.
